Retrieve a character from an MBCS string.

WORD TerMbcsChar(string, pos)

LPBYTE string;	The pointer to the mbcs string.
long pos;	The position (zero based) of the character to extract.

Return Value: If the given string is a single-byte string, then this function returns the byte value at the specified position. If the given string is a multi-byte string, then this function returns the MBCS character at the given character position.
