Repaint the TER control.

BOOL TerRepaint(hWnd, ClearBackground)

HWND hWnd;	Handle of the window to be accessed
BOOL ClearBackground;	TRUE to clear the background before repainting

Description: This function repaints every aspect of the TER control.

Return Value: The function returns TRUE when successful
