Set the minimum table row height.

BOOL TerRowHeight(hWnd, MinHeight, AllRows, refresh)

HWND hWnd;	The handle of the window to be accessed.
int MinHeight;	Minimum table row height in twips.
BOOL AllRows;	TRUE to apply the given height to all the rows in the table. FALSE to apply the height to the current row or all the highlighted rows.
BOOL refresh;	TRUE to repaint the screen after this operation.

Return Value: The function returns TRUE when successful.
