Translate screen y position to page relative y position.

BOOL TerScrToTwipsY(hWnd, ScrY, MargY)

HWND hWnd;	The handle of the window to be accessed.
int ScrY;	The screen Y position (pixels) to translate.
LPINT PaegY;	The variable to receive the position (twips) relative to the top of the page.
