Set new language id for the selected text.

BOOL TerSetCharLang(hWnd, lang, repaint)

HWND hWnd;	The handle of the window to be accessed.
int lang;	Language id as defined by MS RTF Spec 1.5.
BOOL repaint;	Repaint the screen after this operation

Return Value: This function returns TRUE when successful.
