Set the vertical alignment for the text inside a table cell.

Set the 'select' parameter to 0 to invoke the user selection dialog box.

| CFLAG_VALIGN_CTR: | Center alignment |
| CFLAG_VALIGN_BOT: | Bottom alignment |
| CFLAG_VALIGN_BASE: | Align base line of the text |
bool repaint; | true to repaint the screen after this operation |
